Roving Circuit Rider

ROVING CIRCUIT RIDER (RCR)

The Circuit Rider program helps to protect the nation’s multi-billion-dollar investment in rural and small municipal water systems by providing on-site technical assistance that assures cost effective operations and adequate income for both operations and debt service at drinking water systems within each State. A Roving Circuit Rider works directly for National Rural Water Association, reporting to the Circuit Rider Program Manager to fill vacancies in States where the State Rural Water Affiliate has been unable to fill the Circuit Rider Position. This position provides technical, managerial, and financial assistance to water utility personnel regarding daily operations of a drinking water distribution system and/or water treatment facility. The Roving Circuit Rider provide rural and small municipal water systems on-site technical training/assistance to ensure cost effective operations and sustainable utility management. The Roving Circuit Rider will attend NRWA Emergency Response events, as the need arises. Roving Circuit Riders will travel extensively to different state associations.

The State Association should support the efforts of the RCR and provide introductions and system contact information to the water systems in the State. The Roving Circuit Rider’s sole duty is to perform the Circuit Rider Program deliverables in the specific State. The Circuit Rider should communicate with the State Affiliate manager and other staff, but answers directly to the NRWA Circuit Rider Program Manager at NRWA headquarters.
